Title: Program Manager

Location: Arlington, VA

Clearance: TS/SCI


  • Responsible for the overall performance of the contractor workforce, providing skills analysis and receiving, evaluating and acting on government feedback on contractor workforce accomplishments and shortcomings
  • Responsible for providing engineering and implementation of assigned projects, detailed work plans, schedules, project estimates, resource plans, and status reports based on Task Orders
  • Provide advice and assistance to the government organization relative to IT related practices
  • Research and investigate new or improved IT products and practices and presents briefings and recommendations to the government staff
  • Conduct meetings with the COR to review, discuss and evaluate progress of accomplishments, way ahead and resolve any problems or issues
  • Ensure adherence to quality standards and review project deliverables; track and review vendor deliverables
  • Provide technical and analytical guidance to vendor team
  • Recommend and take action to direct the analysis and solutions of problems
  • Coordinate with Cybersecurity team members to implement and maintain a SSDLC with an understanding of the NIST SP 800-63 Risk Management Framework (RMF) and the DoD implementation of RMF


  • Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or other relevant discipline; or equivalent work experience
  • 15+ years of supervisory experience in managing large data communications and/or data processing systems projects that involve planning, analysis, design, development, or conversion
  • Active Project Management Institute (PMI) Project Management Professional (PMP) certification
  • Active Certified Information Systems Security Professional (CISSP) certification
  • Active TS/SCI security clearance or TS with SCI eligibility
  • Experience with war fighting reporting systems equipping the force, causalities, planning, logistics, COOP
  • Experience working on teams with CMMI Maturity Level 3 for Development and Level 2 for Services
  • Experience with the following tools:
    • Fortify Suite
    • Microsoft SharePoint 20132016 administration and engineering
    • Microsoft Project ProServer 2013
    • Microsoft Office 2013 and Visio Professional 2013
    • Microsoft Visual Studio 2015 ASP.NET, MVC 4, C#
    • Microsoft SQL Server 2016 Database Administration
    • Microsoft Team Foundation Server 2015
    • Adobe Design and Web Premium (CS6)
    • XML, XSLT, XPATH, JavaScript, and JQuery
  • Excellent communication skills. Candidate must be comfortable interfacing with all levels of customer leadership, and conversant with technical team members
