Circuit Media is currently looking for a dynamic Program Analyst I (Disability Coordinator) to work with U.S. Department of Labor (DOL), Office of the Senior Procurement Executive (OSPE), on behalf of the Employment Training Administration (ETA) Office of Job Corps (OJC) for Integration of Disability Support Services.

The Program Analyst I (Disability Coordinator) will assist the National Office of Job Corps by providing support for the integration of disability services throughout the Job Corps program via education, training, and program support. The National Office of Job Corps provides policy direction for the Job Corps wellness and disability programs and is responsible for formulating health and disability policy and procedures and for planning, developing, monitoring, and assessing center wellness and disability programs.


  • Conduct Assessments of Center Disability Services:

o Disability Program Center Assessments: To ensure that the Job Corps program is accessible to persons with disabilities, coordinate and monitor Job Corps disability services by conducting on-site and/or virtual disability program center assessments. Upon completion of the assessment, review the center's corrective action plan (CAP), monitor implementation of center corrective actions during subsequent reviews, and report on the status of the center's corrective actions. Note repeat findings in the disability program center assessment report.

o Targeted Assessments: Targeted assessments are a focused review of a particular program or area. This review may be triggered by concerns identified on a Regional Office Center Assessment, significant incident report, or a request from the National Office and/or Regional Offices. Conduct the one-day targeted assessment (on-site and/or virtual) in the disability area. Upon completion of the targeted assessment, review the center's corrective action plan (CAP), monitor implementation of center corrective actions during subsequent reviews, and report on the status of the center's corrective actions.

  • Consultation and Technical Assistance: Assist the Job Corps National Office, Regional Offices, and centers in handling disability related situations. Consultation may be provided via phone, email, and in-person support. This may involve technical assistance trips to regional conferences, centers, workgroup meetings or other training sessions. Provide technical assistance to centers regarding: Policies and practices related to disability services; Follow up on repeat findings which require disability program expertise by phone and/or electronic means to the center, and by discussion with appropriate Regional Office staff; Improving the delivery of service by centers to the Job Corps student population.
  • Assist in the Review and Evaluation of Accommodation Funding Requests: Assist the Regional Office and the National Office in the review and evaluation of the centers' accommodation funding requests. An accommodation funding request asks for additional funding to purchase supplies or services in support of a person with a disability (e.g., interpreter services). Ensure the completeness of the information contained in the accommodation funding request and review the reasonable accommodation plan. Follow up with the Regional Director or designee(s) with any questions/concerns regarding the request and provide a recommendation to approve/disapprove the accommodation funding request. Write adequate justifications if the request involves substantial funding.
  • Applicant Folder Review: Assist Job Corps centers and Regional Offices by performing an administrative review of all Job Corps applicant files in which the center has recommended denial of admission to ensure that Workforce Innovation and Opportunity Act (WIOA) regulations and Job Corps policies are followed. Review sections of the Policy and Requirements Handbook on individualized assessment of possible direct threat and health care needs assessments. Provide written disposition recommendations.
  • Disability Service Policy and Procedure Planning and Development: Provide assistance to the National Office of Job Corps on policies and procedures for working with applicants and students with disabilities and training Job Corps staff to work with this population of students.
  • Webinars/Trainings: Develop webinars and online trainings on disability-related topics.
  • Report Support: Help to produce an annual disability services report and periodic reports on special aspects of Job Corps accommodation services.
  • Meeting/Conference Support: Participate in meetings and conferences (in-person or virtual) to develop tools and materials to support the integration of accommodation services throughout Job Corps.

Desired Experience:

  • Demonstrate knowledge of disability legislation, regulations, and guidelines (ADA, Section 504 of the Rehabilitation of 1973, ADA accessibility guidelines, architectural barriers act, uniform accessibility standards)
  • An in-depth understanding of accommodation and accessibility issues necessary to implement effective practices in a residential, educational and training environment.

An ideal candidate will possess the following:

  • A Bachelor's degree from an accredited institution of higher education.
  • Possess strong communication skills, both orally and in writing.
  • Ability to travel for 50% of the time.
  • Experience delivering direct services to persons with disabilities is a plus.
