Position Summary

Responsible to ensure safety by planning, preparing and initiating the correct sequence of scheduled load transfers and emergency switching on distribution circuits. Using primary circuit maps, load transfer sheets, Energy Management System (SCADA), Outage Management System (OMS), Mobile Work Force Management System (MWFM), and operating instructions through clear and concise radio and/or phone communication with field forces.

Essential Job Functions

  • Works in conjunction with other personnel in correcting system disturbances and unplanned outages, locating the source of the disturbance, and taking corrective action as necessary.
  • Ensures that switching, tagging and work activity conforms to safety rules and instructions are received correctly over the radio and/or phone by requiring that field forces repeat the information and instructions given.

  • Call in Distribution personnel and Troubleshooters for various system disturbances and member issues.
  • Notify personnel in areas such as General Services, Stockroom, Customer Service, etc. of the need to respond to issues related to their areas.
  • Implements and updates written operating procedures by direction.
  • Performs via SCADA around-the-clock surveillance of the electrical system.
  • Operates equipment as switches, reclosers, circuit breakers, and tap changers via SCADA.
  • Operates load-management system to maximize system efficiency with minimal customer impact.
  • Provides notification to the appropriate personnel of system anomaly.
  • Implements system contingency procedures as warranted.
  • Communicates and coordinates with Brazos operators of inter-connected power systems/generation stations to solve mutual problems.
  • Prepares incident reports, trouble reports, and switching guides.
  • Maintains manual and automated logs of all distribution system activities.
  • Generates and maintains hourly, daily, monthly, and yearly statistics as well as reports on system load.
  • Monitor all "Dig-Tess" requests as required, non-essential job functions.
  • Participates in various projects as required.
  • Performs other related duties, as required.
  • Operates computers utilizing spreadsheets, databases, word processing software, utilizes telephones, faxes, voice, radio, and telecommunication equipment.
  • Working rotating shifts covering the control room 24/7, including weekends and holidays. Shifts may vary between 8-12 hours. Occasional overtime is required for storm events and major outages.
  • Performs a variety of building security functions such as monitoring various areas of the building via closed-circuit cameras.
  • Interact with all departments of the Cooperative as well as with members, the public, other utility personnel, governmental agencies, and equipment vendors in a kind and courteous manner.
  • Work according to the safety rules and company policies, as adopted by TCEC and is responsible for own safety and reports all accidents in accordance with TCEC policies.
  • Support the strategic goals of the organization in accordance with the Cooperative' Strategic Plan.
  • Knowledge of NERC CIP/Reliability Standards and remain current on regulatory changes.
  • Assist in the emergency restoration of facilities during storm or general outages.
  • Perform other duties within his or her capabilities as directed by his or her supervisors.

Position Requirements

  • Education Requirements
    • High School Diploma or equivalent (required)
  • Experience
    • 5 (five) years of experience as a system operator or 2 (two) years as a system dispatcher and 3 (years) as a System Operator.
    • Demonstrates understanding of computer functionality and experience utilizing software applications within a business setting. (preferred)
    • Working knowledge of electrical distribution system
  • Job Training
    • Must be able to learn new procedures and equipment and demonstrate flexibility in all areas.
  • Communication Skills
    • Inquiries with field personnel on outages, SCADA events and trouble calls. Event coordination with other departments and external vendors, and interaction with CO-OP members during major events and field situations.
  • Computer Skills
    • Skilled in working with Microsoft Windows operation environment and Microsoft Office applications. Ability to troubleshoot using OMS/SCADA programs.
  • Analytical Skills
    • Building and reporting of historical outage and SCADA events. Calculating and analyzing joint-use attachments for accounting records.
    • Ability to read distribution circuit maps.
    • Must be able to pass standard vision and color test with reasonable accommodations.
    • Must demonstrate ability to learn terminology unique to electrical system operation.
    • Must be able to understand basic operations of the electrical system.

Relationships

  • Reports to System Operations Manager
  • Work with Engineering, Operations, and other Cooperative staff.
  • Work with Brazos Electric, Schneider Electric, ARCOS, Meridian, ABB, Futura, Survalent.
