Contracts Administrator:

Systems Technology and Research, Inc. (STaR) is seeking a qualified Contracts Administrator to conduct administration of government and commercial contracts and subcontracts. Candidates selected for this position must have documented experience with USG and DoD contract management and must be capable of working independently with minimal guidance.


Education and Experience:

Position requires a Bachelor's degree with at least 10 years of relevant experience in Federal Contracting and working knowledge of FAR, DFARs, JTR, ITAR/EAR, DCAA/DCMA. Applicants should have experience with and an understanding of contract/subcontract compliance, contracts negotiation, and proposal coordination.


Job Duties:

  • Collaborate with Project Managers to review contracts and related documents to assess risk to the company, recommend mitigation approaches, and ensure compliance with various federal regulations.
  • Proactively administer a variety of contracts of all types (BPA, Time and Material, Cost Reimbursement, Firm Fixed Price, IDIQ, etc.)
  • Process contract modifications (including incremental funding, de-obligations, realignments, extensions, etc).
  • Maintain project control for individual contracts by tracking funding, ceiling, and hours.
  • Participate in preparation of ROMs.
  • Review and negotiate Non-Disclosure Agreements and Teaming Agreements.
  • Prepare, monitor, and coordinate business correspondence and required contract-related reports (i.e., contract schedules, CDRLs, funding, invoices, etc.)
  • Administer and manage Subcontract funding, hours, invoices, and monthly and semi-monthly reports.
  • Participate in program management reviews and coordinate resolution of contract issues.
  • Identify and administer contract changes
  • Ensure contract management activities are conducted in accordance with FAR and DFARS, company policies and procedures, applicable U.S and International laws and regulations, and customer requirements.
  • Review and maintain pre-award documentation including pricing, cost proposals, cost and pricing data records.
  • Support various audits.
  • Perform other contract-related duties as assigned.
