Compensation Group: AMAPCEO
Salary: $93,847 to $131,377 yearly

Position Summary-

To provide subject matter expertise, advice and leadership in communicable disease, specifically COVID-19, to internal and external PHO audiences in order to support evidence-informed public health policies, programs and practices.

Key Responsibilities-

  • Provides subject matter-specific applied scientific and technical expertise in an assigned area of specialization (e.g., communicable disease, chronic disease and injury prevention, child and family health, school health, etc.) to various audiences including externally with the Office of the Chief Medical Officer of Health, Ontario provincial ministries, Medical Officers of Health, public health unit staff, other health professionals and their networks and organizations across Ontario, as well as internally within PHO:
    • Leads and/or contributes to initiatives that support Ontario's Public Health Standards.
    • Identifies population health assessment, surveillance and evaluation requirements, evidence-informed best practices, health equity impacts and implementation considerations.
    • Represents PHO with public health and health care system partners, Ontario provincial ministries, and provincial and national advisory committees to facilitate and/or participate in discussions on gaps and priorities, in order to influence PHO planning and inform provincial public health policy, legislation and other initiatives.
  • Ensures that scientific methodology guides all decision making and the development of PHO products, procedures and activities as these relate to communicable disease, specifically COVID-19:
    • Applies scientific methods to the development and delivery of PHO evidence synthesis, program evaluations, and the identification of best practices, in concert with PHO program staff.
    • Develops and advises on standards, guidelines, methodologies and procedures used by PHO program staff, including scientific review of work by PHO program staff.
    • Develops and implements strategies to continuously improve rigour and relevance of PHO knowledge products and services.
  • Contributes substantive content and knowledge of the practice context to the development and conduct of research projects e.g., through contributions to study background and rationale, literature reviews, study design, methodology, analysis and knowledge exchange.
  • Leads and/or contributes to cross-functional project teams to generate and synthesize evidence and disseminate scientific knowledge, including mobilizing expert team members, assigning project tasks, providing guidance and ensuring quality and timely products. 
  • Prepares and/or contributes to briefing and issues notes, letters, speeches, presentations, reports, summaries, and position papers for senior management and in response to correspondence. 
  • Provides response support in a health emergency as required.
  • Other duties as assigned.

Knowledge and Skills-

  • Credibility as a recognized expert with skills to facilitate and/or participate in key policy, planning, and related discussions and initiatives.
  • Knowledge of PHO's mandate, relevant legislation such as the HPPA and PHIPPA and the Ontario Public Health Standards.
  • Knowledge of scientific research theories and methodologies, and skills to lead and/or contribute to projects to generate and synthesize evidence and disseminate new scientific knowledge and to ensure rigorous scientific methodology guides all decision making. 
  • Knowledge of project management methods and skills to lead and/or contribute to projects. 

Education and Experience-

  • A PhD in an applied science area of specialization (e.g., communicable disease, chronic disease and injury prevention, child and family health, school health, etc.) combined with at least a minimum of 5 years of applied science practice experience in a public health-related setting (i.e. the generation of new public health scientific evidence and studies, programs, best practices-guidance and other content-specific products). A candidate with a Master's degree in a relevant public health-related program combined with at least minimum 10 years of applied science practice experience in a public health-related setting may also be considered.

Attributes and Competencies-

  • Oral communication and advisory skill to provide subject matter expertise and to represent PHO with a range of partners in a specialized field of applied public health science where complex ideas are presented and decision making influenced.    
  • Written communication skills to prepare detailed scientific, technical and research reports, summaries and presentations as well as new public health scientific studies, programs and other content specific products.
  • As a subject matter expert in a specialized field of applied public health science, is responsible for the provision of scientific and technical expertise and information products in appropriate oral, visual and written presentations that are useful to their intended audiences, and for which there is an appropriate level of confidence in the scientific and technical content presented based on a comprehensive set of factors.
  • As a recognized expert in the field, develops collaborative efforts with provincial, national and international organizations and universities.
  • Works within the framework of PHO's mandate, services, priorities and procedures, and scientific standards and methodologies.
  • Identifies assessment, surveillance and evaluation requirements, evidence-based best practices, health equity impacts and implementation considerations in defined subject matter area.
  • Determines and implements optimum methods to generate new public health scientific studies, programs and other content specific products.
  • Develops and implements strategies to continuously improve rigour and relevance of PHO, knowledge products and services.
  • Provides subject matter expertise in an area of applied public health science to generate new public health scientific studies, programs and other content specific products which support planning, policy making and other decision making by PHO, Medical Officers of Health, the Office of the Chief Medical Officer of Health, government staff, public health unit staff, and other health professionals and organizations across Ontario.
  • Ensures the quality of scientific evidence based advice is provided on a range public health science issues and concerns from clients.  
  • Promotes public health in the area of expertise, through research, new best practices and programs conducted within PHO and supported by PHO through grants and evaluations.
  • Provides specialized subject matter expertise, guidance and leadership to inter-disciplinary teams comprised of colleagues, clients, partners, collaborators and service providers.
