GENERAL PURPOSE


A professional and technical position requiring understanding of urban and regional planning, including, but not limited to, land use planning, comprehensive plan amendment, short and long-range planning, master planning for development and redevelopment, mapping and statistical analysis. This position also assists the Planning Commission and Board of Adjustment.


FUNCTIONS AND DUTIES

  • Provide information to the public regarding land use applications, ordinances, codes, regulations and related planning programs, or services
  • Respond to citizen inquiries regarding local planning regulations and ordinances
  • Assist City staff (building and business license departments) in reviewing permits and licenses for compliance with City and State Codes
  • Review site plans, plats, and proposed developments for compliance with City and State Codes
  • Prepare public notices for public hearings including postcard mailers, flyers, newspaper blurbs, etc.
  • Prepare staff reports and present administrative items to the Planning Commission
  • Gather, interpret, and prepare data for studies, staff reports and recommendations
  • Serve, when assigned, as a member of City Planning task force or committees
  • Serve as a staff member of the City's Development Review Committee (DRC)
  • Assist in maintaining the databases of information for planning purposes
  • Serve as a staff member of the City's Design Review Board (DRB)
  • Provide technical and professional advice and/or assistance to the Department Director, City commissions and committees, and general public as may be appropriate
  • Assist in the development of the City's general plan support data and analysis, elements, goals, objectives and policies
  • Establish and maintain effective working relationships with various department representatives within the City, hired consultants, and various professionals associated with land use applications submitted to the City
  • Prepare a variety of studies, reports and related information for decision making purposes
  • Conduct technical research studies, analysis and recommendations
  • Prepare graphs and maps for a variety of reports, plans, publications or meetings and workshops
  • Attend evening meetings as needed
  • Perform other duties as assigned


MINIMUM QUALIFICATIONS


Education:

  • Bachelor's Degree in Urban and Regional Planning or closely related field
  • Valid Utah's Driver's License

Experience:

  • One (1) year of relevant experience. Combination of education and experience which provides the knowledge, skills and abilities required to perform the work may be considered

Skills/Abilities:

  • Understanding of community development functions, policies and procedures, zoning laws and general plans
  • Knowledge of the principles and practices of planning; Oral communication and interpersonal skills to explain rules and procedures clearly to the public
  • Knowledge of planning programs and processes
  • Knowledge of personal computers and GIS applications
  • Knowledge of computer hardware and software programs, which may include Microsoft Office, Internet applications, Bluebeam and GIS.
  • Good writing skills with the ability to convey thought & analysis of project material and proposals.
  • Creative problem-solving skills to gather relevant information to solve vaguely defined practical problems
  • Ability to interpret maps, plans, engineering drawings and architectural renderings and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions
  • Ability to establish effective working relationships with contractors, developers, owners, architects, engineers, supervisors, employees, elected officials and public
  • Ability to create graphic designs, and render site simple plans via sketches
  • Ability to work on several projects or issues simultaneously
  • Ability to work independently or in a team environment as needed
  • Ability to attend to details while keeping big-picture goals in mind


WORKING CONDITIONS

  • Working conditions may vary.
  • Work can be performed primarily in air-conditioned office, with some outdoor assignments
  • No significantly hazardous conditions exist
