The Staff Engineer provides technical assistance to the Public Works Director and City Engineer, including performance of complex professional and technical engineering work in assigned area of responsibility such as development plan checking and roadway and utility designing, while maintaining high customer service standards in working with technical and clerical staff.
FUNCTIONS AND DUTIES
- Promotes and follows the City's values and expectations.
- Follows City engineering policies and procedures.
- Works closely with city officials and employees, private developers and the public on the engineering of new public works infrastructure, and on planning, design, and construction of public and private development projects. Works closely with City employees and others in the engineering profession.
- Designs, bids, and manages Capital Improvement Projects (CIP); inspection of CIP and private development projects; and coordination, planning and design of a large variety of municipal projects with city staff, county, state and federal agencies.
- Oversees, coordinates, and participates in the preparation of complete bid packages for construction, for public works project plans, specifications, consultant contracts, authorization to solicit bids, contract awards, participating in real property acquisition, and preparing and/or overseeing Consultant prepared plans for City streets, sewers, storm drains, potable water distribution and pressurized irrigation water systems, and other related public works and City facilities
- Oversees daily construction of City public works infrastructure, including contractor oversight, daily reporting and documentation, project safety, and public awareness.
- Ensures that public awareness and notification devices (i.e. traffic control devices) are installed and maintained by contractors in a manner consistent with City, State, and Federal guidelines.
- Reviews engineering plans submitted for private development and makes recommendations based on City Standards and Ordinances.
- Enforces City construction standards and compliance with approved project design plans.
- Monitors and stops construction where activities are unapproved or out of specification.
- Completes project benchmark inspections and final inspections; prepares reports and recommendations for acceptance of improvements.
- Completes field inspections for the amount of development or contractor bond release and or payment, and completion of associated detailed inspection reports to certify construction compliance with City standards.
- May approve rights-of-way encroachment (construction) permits and franchise utility permits.
- Attends and coordinates pre-bid meetings and pre-construction meetings for Capital Improvement Projects.
- Oversees and reviews the plans of public work structures including streets, storm drains and sewers; check plans for conformance with regulations regarding line, grade, size, elevation and location of structures; check calculations.
- Works with the Community Development office on building and fence permits.
- Designs and prepares construction drawings, contract documents and technical specifications, written invitations to bid, and inspects and administers construction projects including transportation, water utilities, storm drains and sewers.
- Maintains plans and contract documents including subdivision maps, base maps, site plans, lot line adjustments and easements; processes quit claim deeds and plats at County Recorder's Office.
- Coordinates assigned activities with outside consultants, engineers, developers, contractors, other City departments, divisions and outside agencies.
- Provides technical and professional engineering support services relative to assigned area of responsibility.
- Provides information to the public; responds to citizen inquires and complaints.
- Prepares various engineering studies and reports; performs special assignments on engineering problems as necessary.
- Prepares memos, reports, e-mails, presentations, and engineering drawings for multiple audiences.
- Calculates the quantity, quality and cost of materials used for various projects.
- Performs field inspections and conducts construction progress meetings.
- Attends staff, project review, design meetings, and construction progress meetings. Prepares items pertaining to projects that require approval.
- Assists in the collection of survey data, including use of the City's G.P.S. equipment.
- Bachelor's degree from an accredited college or university with major course work in civil engineering.
- Minimum one (1) year of experience in surveying, engineering design, inspection and drafting; three (3) to five (5) years of experience preferred.
- Must have passed the FE exam (EIT Certification).
- Understands journey level principles and practices of civil engineering.
- Proficiency in CAD (MicroStation and/or Civil 3D), ArcView, Microsoft Office packages and other related engineering programs/software.
- Experience with City engineering policies and procedures.
- Understands basic principles and practices of urban hydrology and environmental engineering.
- Understands methods, materials and techniques used in the construction of public works projects.
- Ability to manage multiple projects and perform multiple tasks simultaneously.
- Understands the principles and practices of development fee cost estimation.
- Ability to perform technical research and solve engineering problems.
- Ability to conduct comprehensive engineering studies and prepare reports with recommendations.
- Ability to establish and maintain cooperative working relationships with those contacted in the course of work.
- Ability to learn applicable laws and regulatory codes applicable to areas of assigned responsibility.
- Ability to communicate effectively verbally and in writing.
- Proficient with technical writing skills and an ability to interpret and analyze technical data.
- Ability to read and interpret plans and specifications.
- Ability to visualize completed projects in planning stages and estimate the end results.
- Ability to develop and maintain effective working relationships with elected officials, federal agencies, state agencies, local governments, subordinates, and the public.
- Maintains physical condition appropriate to the performance of assigned duties and responsibilities which may include, but is not limited, to the following: sitting for extended periods of time and operating assigned equipment.
- Experience with the design and modeling of water distribution systems.
