Title: Applications Operations & Management Subject Matter Expert (SME)

Location: Arlington, VA (Pentagon)

Clearance: TS/SCI


  • Serve as the Applications Operations and Management Subject Matter Expert (SME) for the NetCentrics Information Technology (IT) support efforts for the Defense Information Systems Agency (DISA) Joint Service Provider (JSP)
  • Provide SME support to a customer-focused organization that provides, manages, operates, and maintains IT shared services for the Pentagon and select agencies and organizations in the National Capital Region (NCR)
  • Perform a wide variety of enterprise support functions in order to meet service requirements. These functions may include server hosting, in which the hardware, software, infrastructure, and maintenance required to host the customer-managed applications are in a consolidated, virtualized environment where JSP manages the server environment up to the operating system and provides operational monitoring and facility support for the Operations (OPS) consolidated server rooms (CSRs)
  • Support the DISA Organizational Messaging Service (OMS) which enables organizations to exchange both classified and unclassified information with other organizations within the DoD, other United States (US) Government agencies, Five Eyes countries (US, Canada, United Kingdom, Australia and New Zealand), the 28 North Atlantic Treaty Organization countries, and all countries with US military bases or embassies worldwide
  • Serve as the knowledge expert to ensure availability, performance and security of all applications within the JSP application portfolio
  • Support and maintain applications in both resource test and production environments; deploy and configure applications within the test and production environments
  • Ensure the availability, performance, security, and operations of all business systems/applications. The applications within the portfolio include custom-built, Commercial Off-The-Shelf (COTS), and Government-Off-The-Shelf (GOTS) applications
  • Utilize Remedy to identify, track and respond to RFC, Work Orders and Incidents
  • Provide Tier 2 and Tier 3 support to include system administration, application configuration, user account management and application support to the customers
  • Provide database administration and support
  • Maintain application Assessment and Authorization (A&A) documentation and Authority to Operate (ATO)
  • Assist customers in maintaining security compliance and performing duties required during the Risk Management Framework (RMF) accreditation process
  • Create, update, modify, and maintain application and configuration documentation required for A&A, ATO, and Interim ATO
  • Provide system performance metrics to measure the availability, performance and security of all business systems and applications
  • Perform problem management to identify potential issues and/or identify efficiencies to be gained within applications
  • Support and maintain mission essential applications designated as business systems for Continuity of Operations (COOP)
  • Plan COOP readiness status for both source and target systems at all times
  • Provide application support for all COOP activities; configuration and release management of applications, and application rationalization


  • Bachelor's degree in Computer Engineering, Computer Information Management Systems, Telecommunications, or Management Information Systems, and 10 years of professional experience
  • Proven technical experience in the architecture, deployment and sustainment of COTS, GOTS, and custom-built applications
  • 5 years of progressively more responsible experience in computer system engineering; hardware and software analysis, system integration, and system maintenance
  • 3 years of experience in the following computer related areas: networks, servers and systems management; Public Key Infrastructure, IT customer support; computer server and workstation installation, diagnosis and repair; technical writing; computer security; knowledge management; database administration, design and management; system maintenance; information technology project management; Information System Testing
  • 3 years of experience securing Operating Systems to comply with DISA STIGs; network experience configuring and maintaining desktop firewalls
  • Knowledge of a range of current information technologies, computing platforms and network systems, such as: cloud computing, blade server, unified communications, collaboration tools, cryptographic systems, social networks tools, enterprise services
  • Experience configuring security policies to protect system applications
  • Excellent oral and written communication skills and ability to communicate technical subjects to nontechnical staff
  • Active DoD 8570 Baseline Certification
  • Active TS/SCI security clearance
