The National Association for the Education of Young Children (NAEYC) is seeking an Assistant Director of federal policy. NAEYC is a professional membership organization that works to promote high-quality early learning for all young children, birth through age 8, by connecting early childhood practice, policy, and research. NAEYC advances a diverse, dynamic early childhood profession and supports all who care for, educate, and work on behalf of young children.

The Assistant Director of Federal Policy manages NAEYC's presence and influence in early childhood federal policy and advocacy. As part of the Policy and Professional Advancement team, and with support from the Managing Director and colleagues, this individual will be responsible for leading the development and implementation of a non-partisan, federally-facing strategy rooted in the diverse voices, experience, and expertise of the early childhood education field. The work includes creating partnerships and leading the day-to-day activities required to advance NAEYC's vision and goals, and ensure the organization is recognized as a thought and policy leader on early childhood education and the early childhood profession.

At this time, the Assistant Director of federal policy will not be directly supervising any part or full-time staff. Intern supervision is likely.

Duties and Responsibilities:

  • Develop and strengthen relationships with federal Administration officials and Congressional members and staff to provide education and information on NAEYC's priorities related to early childhood education and educators
  • Serve as the primary point of contact for NAEYC on Capitol Hill, leading and engaging in meetings, briefings, and regular communications
  • Research, track, and respond to existing, proposed, and new federal legislation and regulation affecting young children, families, and early childhood educators by writing legislative analysis and policy briefing papers, fact sheets, comment letters, and other communications
  • Collaborate with internal and external organizational partners, including by representing NAEYC in federal-facing coalitions, and by managing the relationships with any outside consultants for government relations
  • Working with NAEYC's Advocacy Director, create and update timely resources, including talking points and alerts to support Affiliates leaders, members, and constituents in understanding and engaging in federal advocacy
  • Provide training and support for Affiliates and educators to engage in meetings, town halls, and ECE program site visits with federal policymakers
  • Design and deliver presentations providing federal policy updates at national, regional, state and local conferences on behalf of NAEYC
  • Lead Day on the Hill planning and implementation, including organization of 250+ Congressional visits, for the annual Public Policy Forum
  • Perform other work related duties as assigned. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position

Desired Qualifications:

  • Baccalaureate degree required, preferred concentration or advanced degree in public policy, public administration, early childhood education, or a related field
  • Minimum of five years of experience working in at least one of the following contexts: Capitol Hill; federal agency; state legislature; and/or with a policy / advocacy organization specifically working on early childhood education, higher education, and/or workforce development policy
  • Excellent written and oral communication skills, particularly related to communication of complex policy to lay audiences, including writing for multiple platforms and audiences, and with very strong presentation skills and competencies
  • Demonstrated track record in working with diverse coalitions and constituencies
  • Must be able to explain commitment to and experience with work to advance equity in early childhood education
  • This position requires travel and is considered nonessential.
