Job Summary

  • The ITC-ITEL System Engineer will provide support required to operate and maintain all hardware and software in compliance with established policies required by the customer for their production and training networks.
  • The SE will be responsible for establishing and maintaining user accounts and help desk functions for staff and students.

Primary Responsibilities

  • Manage system requirements and derived requirements to ensure the delivery of production systems that are compatible with the defined system architecture(s) Department of Defense Architecture Framework (DoDAF), Service-oriented Architecture (SOA), Secure the Enterprise/Secure the Network (STE/STN).
  • Develop, understand, and implement an Information System Security Plan (ISSP) and secure the enterprise (STE) in accordance with computer security regulations, to include providing topologies and inventories. Maintain system documentation and configuration data for regulatory and audit purposes. Lead incident response for any breaches, intrusions, or theft.
  • Assist with the development of system requirements, functional requirements, and allocation of the same to individual hardware, software, facility, and personnel components.
  • Provide support for the dispatch system and hardware problems. Remain involved in the resolution process.
  • Optimize system operations and resource utilization; perform system capacity analysis and planning; develop and implement solutions.
  • Analyze and resolve complex problems associated with server hardware, applications, and software integration.
  • Perform market surveys/studies and provide recommendations for a new and improved software to enhance IT capabilities.
  • Establish, maintain, and submit the annual Baseline Exception Request Plan for all IT equipment procurements.
  • As required, submit appropriate paperwork and procurement of necessary items. Provide status reports on classified and unclassified network upgrades.
  • Experience with: Microsoft Exchange 2013 and 2016; Microsoft Server 2012 and 2016; Secure the Network (STN) Standards; User Activity Monitoring (UAM); IBM Big Fix; MS SharePoint; MS Active Directory; MS Windows Desktop Computing; Remote Desktop Management; MS PowerShell Integrated Scripting Engine (ISE); MS Office (Outlook, Word, PowerPoint, Excel, Project, Access); Adobe Professional; Adobe Creative Cloud; Blackboard; Avaya phone systems; Cisco phone systems; Skype for business

Basic Qualifications

All Qualified Applicants will have an ACTIVE Top Secret Clearance with SCI access and poly.

Education Requirements

A Bachelor's degree in a Qualified Engineering Field (See Note 1) or a related discipline (See Note 2) from an accredited college or university plus six (6) years of systems engineering experience.

OR

A High School Diploma or GED plus ten (10) years of general systems engineering experience.

OR

A Master's degree in a Qualified Engineering Field (See Note 1) or a related discipline (See Note 2) from an accredited college or university plus four (4) years of systems engineering experience.

Experience Requirements

Applies systems engineering principles throughout the systems life cycle phases: Concept, Development, Production, Utilization, Support, and Retirement. Interacts with the Government regarding SE technical considerations for the associated problems, issues, or conflicts. Communicates with other program personnel, government overseers, and senior executives. Responsible for the technical integrity, quality, and completeness of work performed and deliverables associated with one or more of the 24 process areas defined by ISO/IEC 15288:

Technical Process Area: Stakeholder requirements definition, requirements analysis, architectural design, implementation, integration, verification, transition, validation, operation maintenance, and disposal.

Project Process Area: Project planning, project assessment and control, decision management, risk management, configuration management, information management, and measurement.

Enterprise (Organizational Project-Enabling) Process Area: Project Portfolio Management, Infrastructure Management, Lifecycle Model Management, Human Resource Management, and Qualify Management

Agreement Process Area: Acquisition and Supply.

  • Contributes to development of sections of systems engineering documentation such as SE Plans, Initial Capabilities, Documents, Requirements Specifications, and Interface Control Documents.
  • Manages system requirements and derived requirements to ensure the delivery of production systems that are compatible with the defined system architectures - DoDAF, Service-oriented Architecture.
  • Assists with the allocation of the same to individual hardware, software, facility, and personnel components.
  • Coordinates the resolution of action items from Configuration Control Board meetings, design reviews, program reviews, and test reviews that require cross-discipline coordination.
  • Perform analysis of technical alternatives for a project and make preliminary recommendations.
  • Assist in performing systems engineering activities in the ISO/IEC 15288 Agreement or Enterprise Process Areas.
  • Perform Systems Engineering activities and assist in the preparation of multiple work products in Project and Technical Process Areas associated with the ISO/IEC 15288.
  • Develop and deliver a work product in any of the ISO/IEC 15288 Process Areas.
  • Perform analysis of technical alternatives for a project and make preliminary recommendations.
  • Perform SE activities and develop and deliver work products in each of the ISO/IEC 15288 Project and Technical Process Areas.
  • Independently analyze and recommend alternatives for elements of project's technical design.
  • Perform SE activities and develop and deliver work products of either the ISO/IEC 15288 Agreement or Enterprise Process Areas.
