JOB SUMMARY

  • Support the Government's Systems Engineering organization in the development, integration, and analysis of the Enterprise Architecture (EA), focusing on capability-based analysis at the system of system, end to end, and family of systems levels.
  • Develop and maintain DoDAF, FEAF and IC EA compliant architecture artifacts, utilizing architecture modeling tools to ensure integrated architecture.
  • Collaborate with EA users and potential users to identify tools and technologies, data models, data analytics, and reporting/visualization approaches to assist Government leaders and technologists with architectural data-driven decision-making.
  • Work collaboratively within a team of architects, software engineers, system administrators, and users.

PRIMARY RESPONSIBILITIES

  • Applies systems engineering principles throughout the systems life cycle phases: Concept, Development, Production, Utilization, Support, and Retirement. Interacts with Government regarding Systems Engineering technical considerations and for associated problems, issues or conflicts.
  • Communicates with other program personnel, government overseers, and senior executives. Responsibility for the technical integrity, quality, and completeness of work performed and deliverables associated with one or more of the 24 process areas defined by ISO/IECI 5288:
  • Stakeholder Requirements Definition, Requirements Analysis, Architectural Design, Implementation, Integration, Verification, Transition, Validation, Operation, Maintenance, and Disposal;
  • Project Planning, Project Assessment and Control, Decision Management, Information Management, and Measurement;
  • Project Portfolio Management, Infrastructure Management, Lifecycle Model Management, Human Resource Management, and Quality Management.
  • Supervise the work of the project engineering staff and technicians.
  • Approve delivery of work products of multiple Processes Areas defined in the ISO/IEC 15288.
  • Independently make decisions regarding engineering issues and methodology for a project.
  • Brief stakeholders and present the status on all technical aspects of their project.
  • Support the design, implementation, and interoperability of the Data Orchestration Services (DOS) Community Architecture and will build out mission use cases (including diagrams and briefings.
  • Must be experienced planning, executing, reporting, analyzing, monitoring, and reviewing mission requirements.
  • Must be experienced with developing and implementing a program's annual, enhancement, and multi-year development activities.
  • Must be able to identify and analyze trends in request, planning, or development of system requirements to ensure the mission outcomes program plan are being met on a timely basis and that resources are available and be properly and effectively used to support unit objective.

BASIC QUALIFICATIONS

  • Understanding of data architecture approaches such as DODAF, UAF, JARM, Zachman, TOGAF, etc.
  • Must have at least five years of demonstrated architecture experience in DoD Architectural Framework (DoDAF) or Federal Enterprise Architectural Framework (FEAF). These five years can be met as part of other duties and do not necessarily require the person to have served five years as an architect.
  • This position requires 1880 hours of support per year
  • Position requires TS/SCI clearance with polygraph

EDUCATION AND EXPERIENCE REQUIREMENTS

  • A Bachelor's degree in Computer Science, Electrical Engineering, Systems Engineering, or a related discipline and at least 15 years of systems engineering experience;
  • Or, a Master's or PhD Degree may be substituted for two years of experience;
  • Or, a High School Diploma or GED plus 19 years of systems engineering experience would also be acceptable.

DESIRED COMPETENCIES

  • Excellent oral and written communications skills.
  • Familiarity with Intelligence Community and/or DoD acquisition lifecycles, software development methodologies, information security engineering concepts, cloud computing methodologies and/or SOA-enabling technologies.
  • Familiarity with Cameo or System Architect
