Title: Government Contracts and Pricing Manager

Location: Alexandria, VA

Clearance: Secret

Reporting to the VP of Corporate Administration, the Contracts and Pricing Manager will manage existing government contracts as well propose and negotiate new contracts.

Responsibilities:

  • Work closely with business development, proposal, and program managers to construct, submit, and negotiate proposals
  • Provide support to leadership regarding contractual and business issues, ensure negotiated terms comply with company policies
  • Advise management of contractual rights and obligations and mitigation of contractual/program risks
  • Coordinate with customer facing program teams, COR, and contracting staff to analyze the development of contract strategies and contract planning and execution
  • Support market research, the development of contract documents, RFPs and RFIs, contract modifications, and technical instructions
  • Provide consultation and expert advice regarding interpretation of all contracts, and their provisions and/or issues
  • Maintain contract revisions and improvements of contract policies and procedures
  • Coordinate subcontract flow down requirements with subcontracts manager for industry partners
  • Responsible for compliance with contract requirements across a wide area of topics including CDRLs, labor category qualifications, time reporting, Defense Base Act insurance requirements, and SOFA registration/qualification requirements
  • Provide tracking support for contract option periods and rate escalation
  • Maintain a library of contracts, contract documents, and relevant forms
  • Lead pricing strategy formulation for responses to RFP's and take pricing actions to enhance profitability
  • Manage total pricing procedure, including maintaining and updating pricing history database
  • Participate in the proposal process, including interpreting applicable requests, regulations and requirements, comparing and evaluating possible courses of action, requesting quotes, perform market research, analyze competitor pricing, and providing other advice as necessary
  • Responsible for writing and submitting cost proposals and associated government compliant pricing for T&M, FFP, and CPFF contracts

Requirements:

  • Bachelor's degree required with a minimum of 5 years' experience with government contracts and pricing (including T&M and CPFF), and supporting/leading GSA contracts
  • At least 3 years' experience writing and submitting cost volumes and part of new contract proposals that align with pricing
  • Experience running IDIQ and BAA contracts
  • Experience interacting with government contracting offices, contracting officers, and COR's
  • Proficient with DCAA rules and requirements for cost accounting as well as DCAA and/or GSA audits
  • Experience with DoD post-award contract management
  • Must be a self-starter with the ability to prioritize multiple tasks in a fast-paced environment, with limited supervision and superior attention to detail
  • Ability to correspond and write with appropriate grammar, proper spelling, and correct punctuation
  • A minimum Secret clearance required; must have the ability to obtain/maintain a TS/SCI clearance
