The City of Hapeville is current accepting applications for a Main Street - Grants Coordinator. The successful candidate will perform a variety of administrative, technical and professional work in preparation and support for implementation of economic and community development plans, programs, and services. This position will specifically work with the Main Street Program of the City. This position is responsible for working closely with the Economic Development Department and other city staff in promoting the business and economic development interests within the community. Directly reports to the Economic Development Manager.

$45,000 - $55,000 DOE

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Manages and coordinates the implementation of the Main Street program; assists in the development of the mission and vision, goals, and work plan to stimulate and sustain economic development; coordinates and implements projects and initiatives, including, landscaping projects, public arts initiatives, educational courses, and measures and evaluates the success of projects and programs.
  • Builds professional acquaintances with all persons and groups directly or indirectly involved in the Main Street commercial district; coordinates and sustains partnerships to promote optimum Main Street business conditions; builds strong and productive working relationships with appropriate public agencies at the local and state levels; encourages a cooperative climate between Main Street interests and local public officials.
  • Assists with the development and implementation of strategies to attract businesses to the downtown district; ensures compliance of local Main Street Program with the State program office. Meets with prospective clients as needed.
  • Prepares Monthly Reports to City Manager on Departmental Updates; Coordinates with Appointed consultant (Economic Development) contractor as directed.
  • Seeks funding opportunities to enhance programs and offset/leverage City expenses and bring opportunity to the City as requested. Writes grants, coordinates program implementation and reporting.
  • Coordinates advice, guidance, and technical information to Main Street property owners and business owners; provides educational resources for business owners, business development, property maintenance, and new construction; advises property owners on development and construction of sensitively designed new structures; assists property owners with physical improvement projects through personal consultation or by obtaining and supervising professional design consultants; assists in locating appropriate contractors and materials; provides advice and guidance on necessary financial mechanisms for physical improvements.
  • Represents City with local, regional and state economic development agencies such as Chamber, Georgia Power Economic Development Division and State ED Offices as requested by the City Manager. Coordinates programs to ensure appropriate and attractive streetscape and landscape features, signage, banners, ADA compliance and pedestrian safety.
  • Actively serves on committees as to share the City's vision and ensure the City's interests are represented in regional activities, Economic Development plans, joint procedures, initiatives, etc. Coordinator communications to City Manager on said activities for recommended implementation and Council consideration as needed.
  • Communicates with City Manager, City officials and employees, board members, business owners, the public, news media, outside agencies and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems; responds to requests for service or assistance.
  • Collaborates with Economic Development professionals on mutually beneficial programs. Including sharing of policies and coordinating programs.
  • Receives various forms, reports, correspondence, market studies, architectural drawings, surveys, invoices, meeting minutes, grant applications, promotional materials, procedures, handbooks, reference materials, manuals, laws, codes and ordinances or other documentation; reviews, completes, processes, forwards or retains as appropriate.
  • Maintains a comprehensive, current knowledge of applicable policies, procedures, codes, regulations; conducts research and maintains an awareness of new issues, methods, equipment, trends and advances in the profession; reads updates and other professional literature; maintains professional affiliations; participates in continuing education activities; attends meetings, conferences, workshops and training sessions as appropriate.
  • Coordinates the Main Street Program within the downtown district revitalization program that utilizes historic preservation as an integral foundation for downtown economic development.
  • Coordinates the development, conduct, execution and documentation of the Main Street program. The program coordinator is the principal on-site staff person responsible for coordinating all program activities and volunteers, as well as representing the community regionally and nationally as appropriate. In addition, the program coordinator helps guide the organization as its objectives evolve and ensure that they are in alignment with the City's Economic Development vision.
  • Coordinates all administrative aspects of the Main Street program, including purchasing, record keeping, budget development, accounting, preparing all reports required by the state Main Street program and by the National Main Street Center (there are monthly reporting requirements to the Georgia Downtown Development Office, as well as Annual Self-Assessments, document file sharing requirements, and others as outlined in the MOU). Assisting with the preparation of projects, proposals to funding agencies, and supervising employees or consultants. Utilizing the Main Street program format, develop and maintain data systems to track the progress of the local Main Street program. These systems should include economic monitoring and statistics.
  • As directed by Economic Development Manager and the City Manager, develops grants administration and management procedures for the submission and implementation of all grants in the City; provides coordination and follow up of grants administration activity in the City.
  • Works in conjunction with the Main Street board members, downtown economic development strategies. Assist the board members in developing an annual action plan for implementing a downtown revitalization program.
  • Oversee the creation and administration of content on all social media platforms, such as Facebook, Instagram, and Twitter, to build an audience and ensure engagement. May also monitor site metrics, respond to reader comments, and oversee creative design.
  • Attends meetings, serves on committees, and makes presentations as needed; represents the department at community events as directed.
  • Operates a personal computer, general office or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software
  • Performs other related duties as required.

MINIMUM QUALIFICATIONS

Bachelor's degree in Public Administration, Public Relations, Marketing, Business Administration or Urban Planning; supplemented by three (3) to five (5) years of progressively responsible experience in municipal economic development, public administration, marketing, community relations, or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must obtain within six (6) months of employment and maintain certification as a Main Street Manager.
