The Electronics Maintenance (EM) Operational Communication Specialist coordinates, conducts, and provides oversight for scheduled and corrective maintenance. Also, provides commissioning services on the Fiber Optic infrastructure including fiber nodes, hand holes, and all splice points within the statewide network. Independently, provides coordination and performance of technical assistance and support to 38 Electric Membership Cooperatives for their operational communications in distribution SCADA/Load Management Systems, as well as coordinates and supervises contract staff (e.g. circuit providers, metering contractors, etc.) for routine maintenance and special projects. The OC Specialist possesses the technical skills to support emerging technologies in the areas of communications networking and substation automation. Also, possesses the ability to troubleshoot and repair problems on multiple intelligent electronic devices (IEDs), such as remote terminal units, revenue meters, data concentrators, digital fault recorders, and telecommunication networks. This position requires in-depth knowledge of electronics and communications networking technologies. It also requires the individual to understand software and protocol languages, such as DNP3, Modbus, TCP/IP, Ethernet, etc. Thorough knowledge of all electronic and substation communication devices and operations is required. An extensive knowledge of Fiber Optics installations maintenance and testing. Functions as resident expert in all EM Core disciplines and provide on-going training for new and existing associates related to distribution and transmission line environments.
Education: Associate Degree in Electronics, and/or Telecommunications, or 4-year Degree in Electronic Engineering Technology.
Experience: Eight (8) years installing and/or maintaining poly-phase metering equipment installing and/or maintaining electronic data/telecommunications micro-processor based equipment related to SCADA operations.
Equivalent Experience: High School Diploma with twelve (12) years of direct experience.
Licenses, Certifications and/or Registrations: Georgia Driver's License, Fiber Optic cert UTC level 1 required
Specialized Skills (e.g., typing, computers, software, tools and equipment uses, etc.): Experience in the use of test equipment such as multi-meter, fiber terminations kits, fiber fusion splicer, OTDR, electrical hand tools, transmission and data analyzer test sets for communication circuits, satellite, and cellular 3G & 4G wireless communications, understanding networking and laptop computers.
Must be able to pass a NERC CIP personnel risk assessment screening.
