JOB DUTIES

This is an executive position working with the nationally Accredited Parks, Recreation and Cultural Affairs department. The department has twelve (12) diverse divisions that are committed to growing a happy, healthy community for all, and enriching community quality of life through exceptional parks, programs, cultural experiences, and customer focus.

ESSENTIAL DUTIES

Requires 24 hour on call availability to include weekends, nights, holidays, during and after adverse weather conditions and emergency situations as required. Must be at Parks Operations 30 min. after receiving the phone call.

Performs a variety of administrative, supervisory and skilled tasks in the maintenance and construction of buildings, grounds, parks, and recreation structures.

Works under the Administrative supervision of the Parks Superintendent or Assistant Superintendent.

Supervises parks maintenance workers, assigned community service workers, and temporary employees as required.

Manages and supervises a construction crew responsible for an assigned number of construction projects; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed.

Provides leadership and direction in the development of short and long range plans; coordinates department activities with other departments and agencies as needed.

Provides advice to supervisors; communicates official plans, policies and procedures to staff and the Administrative public in assigned area of responsibility.

Oversees the maintenance, scheduling, PM scheduling and training of parks operations fleet of tractors, trailers, dump trucks, forklifts, skid steer, backhoes, and specialty equipment used by the division.

Performs installation, and safety inspections of playgrounds and makes repairs as needed. The ability to record completed work on the web based program for playgrounds. The ability to obtain a CPSI certification.

Assures that assigned areas of responsibility are performed within budget; assures effective and efficient use of personnel, materials, facilities, and time.

Prepares annual evaluations for assigned Worker I and Worker II positions.

Monitors and evaluates performance by assigned seasonal and temporary workers.

Determines work procedures, prepares work schedules, and expedites work flow; studies and standardizes procedures to improve efficiency and effectiveness of operations.

Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.

Maintains harmony among workers and may deal with grievances.

Performs or assists subordinates in performing duties; addresses errors and complaints.

Lays out daily work schedules and assigns tasks to appropriate individuals and coordinates the completion of the same.

Provides necessary supervision, direction, and assistance to crews at work sites. Enforces policies, regulations, and safety and health standards.

Determines, calculates and secures the appropriate materials and supplies for a specific project.

Studies, interprets and applies blueprints to projects. Assures all blue-stake materials are available.

Improves work methods to accomplish assigned work.

Operates a motor vehicle to assist in carrying out the business of the department and the City.

Projects needs for equipment, materials and supplies for assigned projects.

Prepares specifications, estimates, and bids for machinery, equipment, and contractor services for assigned projects.

Assures that tools and equipment are properly maintained and kept in proper working condition.

Assists in interviewing and hiring process; assigns, supervises and evaluates park maintenance workers, temporary employees, or community service workers.

Prepares and maintains daily, monthly, and annual reports and records, as assigned.

Responds to public inquiries; provides information within scope of knowledge and position.

Oversees and coordinates median, athletic field, parks, and riverine construction and maintenance.

Coordinates maintenance and resurfacing of the tennis courts and racquet ball courts.

Assists in setting up and taking down equipment for various park and recreation programs, prepares facilities for park special events recreation program use.

Opens and closes, locks and unlocks City facilities as needed.

Coordinates and supervises the construction of new parks facilities, including clearing, grading, drainage, and foundation work.

Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, and all members of the general public.

Attendance at work is an essential function of this position.

Basic computer skills.

NON-ESSENTIAL DUTIES

Inspects park and open space services provided by contractors or vendors for compliance with performance standards.

Performs all of the duties of a maintenance worker I, II, III, and IV's as written.

Serves as a member of various employee committees, as assigned.

QUALIFICATIONS

This position is subject to the City of Farmington's Drug and Alcohol-Free Workplace Policy which includes: pre-employment testing, post-accident testing, random testing, reasonable suspicion testing, return to duty testing, and follow-up testing.

This position requires a baseline audiometric examination.

Graduation from high school or GED equivalent, and five years experience in repair and maintenance work, at least two of which have been with a park system, or any equivalent combination of relevant education and experience.

Extensive background checks required.

Must have journeyman irrigation license, or ability to obtain such within 90 days of employment.

Valid Commercial Drivers License, with acceptable driving record for past three years, or ability to obtain such within one year of entry into position.

Segmental Retaining Wall (SRW) Certification or ability to obtain such within one year of entry into position.

Concrete Paver Installer (CPI) Certification, by Interlocking Concrete Pavement Institute, or ability to obtain such within one year of entry into position.

Must be trained on Storm Water Pollution Prevention Plan (SWPPP), or ability to obtain such within one year of entry into position.

Must complete necessary Continuing Education Units (CEU's) to maintain certifications after acquired.

Ability to design, install, troubleshoot and repair irrigation/sprinkler systems.

Knowledge of codes and regulations pertaining to construction.

Excellent skills in mathematics required.

Ability to calculate and set grades.

Knowledge of erosion control methods, retaining walls, etc.

Knowledge of concrete finishing, framing and reinforcement.

Cultural skills as related to turf, trees, flowers and shrubs.

Extensive knowledge of equipment, materials and supplies used in building and grounds construction and maintenance. Considerable knowledge of equipment and supplies used to do minor and major repairs.

Working knowledge of first aid and applicable safety precautions.

Skill in the operation of listed tools and equipment and ability to use equipment and tools safely.

Ability to read blueprints and follow detailed instructions.

Ability to work independently and to complete daily activities according to work schedule.

Ability to meet deadlines.

Ability to work under stress and handle stressful situations.

Ability to lift heavy objects, walk and stand for long periods of time, and to perform strenuous physical labor under adverse field conditions.

Must have excellent management/supervisory skills.

Ability to communicate orally and in writing. Ability to understand, follow, and transmit written and oral instructions.

Ability to establish and maintain working relationships with co-workers, supervisors, other City personnel and the public.

Ability to operate tools and equipment listed.

This position has the responsibility to participate in and comply with the City's Environmental, Health, and Safety program.

Pickup truck, lawn and landscaping equipment including tractors, mowers, aerifier, chain saw, edgers, weed trimmers, electric motors, pumps, sprinklers, irrigation systems, Sand Pro, Truckster, John Deere ATV, Topdresser, Sprayer, fertilizer hopper, soil sifter, seeder, sod cutter, string trimmers; front-end loader/tractor, backhoe, dump truck, skid loader, fork lift, miscellaneous hand and power tools for turf maintenance, carpentry, painting, and cement finishing work; jack hammers, welders, steam cleaners, buffers, washers, swimming pool equipment, pumps, boiler, valves, filtration devices, gauges, etc, telephone, mobile radio and calculator.
