SUMMARY:

The Director of Grants and Contracts directs all aspects of grant and contract functions at the Coalition. They are responsible for overseeing day-to-day grants, including negotiations, proposal review and submission, approvals and reporting functions. The Director will establish and maintain internal controls, policies and procedures in compliance to audit, legal and statutory requirements while ensuring the Coalition's compliance and obligations to its funders. The Director is a strategic partner to program leaders in developing opportunities to optimize operational functions.

RESPONSIBILITIES:

  • Responsible for preparation, negotiation and administration of all aspects of the Coalition's Contracts and Grants.
  • Ensure proper contract fulfillment in accordance with agency policies, State, Federal and Local laws, rules and guidance requirements
  • Responsible for communications with Division of Early Learning and the Children's Services Council's contracting officers and contracts point of contact.
  • Maintain a strong working knowledge of State, Federal and Local laws/rules/guidance and communicate relevant changes and updates to staff and management
  • Ensure efficient, effective and complaint performance during the entire contract lifecycle including interpretations of contractual requirements, risk mitigation and management, change management and conflict resolution
  • Provide guidance to project/program managers to ensure contractual compliance
  • Provide support to executives by providing review of government solicitations to analyze protocols and resources needed to comply with proposed obligations
  • Ensure maintenance of appropriate information and documentation related to all contracts/grants
  • Participate in proposal preparation, review and bid/no bid analysis
  • Review, interpret and recommend acceptance, revisions and exceptions to contracts and contract modifications to ensure that prices, delivery schedule, specifications and terms and conditions are consistent with those proposed
  • Raise all potential contract compliance issues to Chief Program and Policy Officer
  • Work closely with project managers, program staff, operations, accounting / finance and other functional departments
  • Create, analyze, negotiate, and execute an array of contracts
  • Build and maintain relationships with funders
  • Maintain contract-related documents and correspondence
  • Troubleshoot contract-related problems, such as breach of contract
  • Keep track of contracts and extend, renew, and close out
  • Develop systems to assure compliance with mandatory standards and reporting

KNOWLEDGE, SKILLS AND ABILITIES:

  • Comprehensive knowledge and experience in the area of state and federal contract administration.
  • Strong interpersonal skills and excellent written and verbal communication skills with internal and external customers.
  • Hands-on negotiation and contract administration skills and experience.
  • Experience in administration of Federal and State administration and audit support.
  • Ability to understand and communicate how terms and conditions affect schedules and company risk.
  • High degree of independent and creative judgment in resolving contractual issues.
  • Excellent teambuilding and management skill.
  • Understands and applies applicable laws, rules, regulations, policies and procedures relating to risk management/internal control and network security activities.
  • Understands and applies non-profit/government budget concepts and constraints.
  • Ability to establish and maintain effective collaborative relationships with Coalition membership, staff and contractors.
  • Ability to communicate clearly and concisely, orally and written, with special attention to contract language, policies and procedures and legal documents.

QUALIFICATIONS:

To perform this Position successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • This position requires successful completion of the level 2 background screening standards as set forth in 435.04, F.S. and drug screening as the Coalition is a drug free workplace.
  • This is a position of high trust and requires adherence to the agency's ethical standards.
  • Valid Florida driver's license is required, a good driving record and automobile insurance, as required by the Early Learning Coalition driving policy.
  • Management positions require daily attendance on time and as scheduled and ability to work flexible hours when required and the ability to work some nights and weekends to fulfill workload requirements.

EDUCATION AND/OR EXPERIENCE:

  • Bachelor's Degree from an accredited four-year College or University, in a related field is required.
  • At least five years' experience preparing narrative and/or statistical reports related to contracts
  • Five years related experience and/or training with positions of increasing responsibilities or leadership.
