JOB TITLE: Vice President – Administrative Operations

POSITION SUMMARY: Experienced administrator, with not-for-profit governance and management expertise. Enthusiastic about, and dedicated to ensuring operational success of Crisis Services. In partnership with the Chief Executive Officer, the VP of Administrative Operations will be responsible for the administrative operations by executing initiatives identified by the organization's strategic plan, quality assurance plan, operational policy, corporate compliance requirements, and privacy oversight. Responsible for development, coordination, and evaluation of the organization's effectiveness.


Essential Functions of the Position Include, But Are Not Limited to:

  • Develop, implement and oversee administrative operation's strategies, plans, and procedures.
  • Participate in design, development and implementation of Quality Assurance/Improvement processes and initiatives.
  • Use data and assessment tools to evaluate and guide organization's decisions.
  • Oversee Human Resource compliance, policy development, and execution.
  • Collaborate with Chief Financial Officer to help ensure flow of overall financial operations is seamless.
  • Assures ethical practice, as well as client and professional confidentiality are maintained.
  • Assist with oversight and guidance on any governance, risk management, and legal matters for the organization.
  • Responsible for planning, conducting and executing special projects, as assigned by Chief Executive Officer.
  • In absence of Chief Executive Officer, VP of Administrative Operations is responsible for organizational operations in partnership with the VP of Clinical Operations and the Chief Financial Officer.

Administrative Operations Management

  • Supervise Human Resource Employee Services Director by helping to build progressive ways to develop a diverse workforce, policy/procedure compliance, and serve as a liaison with CWA Local 1122.
  • Oversee building management and operations, including but not limited to the planning of building projects and vendor(s) coordination. Require on call (evenings and weekends) based on operation need, response to administrative operation emergency situations.
  • Supervise Administrative Assistant to execute successful organizational support and building operations.
  • Oversee security and safety policies/procedures effectiveness by providing regular policy reviews, training, and evaluation. Serve as liaison with the Safety and Security Staff Committee.
  • Partner with senior managers across all departments to develop organization specific plans and project management for advancement of administrative operations.
  • Collaborate with senior executive and administrative staff in grant writing and reporting.
  • Advise senior leadership on emerging issues, policies and strategies relevant to program areas.
  • Implement trauma-informed principles and practices in all Crisis Services work.
  • Knowledge of racial equity and racial justice in the context of crisis care services.

Quality Assurance and Compliance Management

  • Assure compliance with organizational policies, as well as state and federal statutes/regulations, and certification/compliance/funding requirements. Provide reports demonstrating compliance as required.
  • Continuously improve and enhance effectiveness in accordance with best practices and regulatory expectations.
  • Oversee legal, ethical and regulatory body guidelines. Verify that Crisis Services' programs comply with AAS standards, NYS OMH, NYS DOH, ECDMH, ECDSS, NYS OCFS, and other organizational funders as applicable.
  • Oversee all Quality Assurance responsibilities including, coordination of the organization's Quality Assurance Plan, Quality Assurance Committee, and assist Chief Executive Officer with Board Quality Assurance Committee goals/objectives.
  • Oversee customer satisfaction and mission effectiveness.
  • Leading technology projects that improve organizational effectiveness and customer service.
  • Provide data reporting, analysis and other organizational data related requests as requested by Chief Executive Officer.
  • Maintain customer satisfaction by responding to external concerns, complaints, and questions related to operations.
  • Collaborate with VP of Clinical Operations and Chief Financial Officer for the continuous review of operation workflow effectiveness to ensure accurate reporting and regular analysis of trends.
  • Develop and implement policies and procedures to assure efficient and professional delivery of services in consultation with Human Resources and Union Officials.
  • Develop, coordinate, implement and evaluate required organizational training activities.

Community, Regional, and State Relationships

  • Develop collaborative working relationships with partners and stakeholders to implement planning that enhances continuity, and a coordinated system of crisis response care.
  • Assure proactive communication with partners, stakeholders, and the general population to increase awareness of, and access to, mental/behavioral health programs, community prevention efforts and community providers.
  • Provide consultation, education and advisement to community agencies and the public as requested. Serve as community representative at events, public speaking events, and in response to media requests.
  • Convene and/or participate in coalitions, committees and task forces at the community, regional, and/or state level.

Position Qualifications:

  • EDUCATION: Advanced degree from an accredited college or university required. LMSW, LCSW, LMHC, MBA or MPH preferred.

  • EXPERIENCE: Minimum of 5-7 years of senior management experience; track record of effective leadership, managing/developing high-performance services, and setting/achieving strategic objectives in partnership with the fiscal success of the organization. Experience with not-for-profit management and/or human resources preferred.

  • SKILLS:
    • Progressive participatory leadership helping to identify, understand and forecast how external issues (e.g., economic, political, social and health care trends) may impact mission success.
    • Effective communication with excellent interpersonal skills focused on building an environment of diverse operations that work together to enhance mission services.
    • Monitor organization contracts and services agreements with an eye on risk, liability and compliance.
    • Service system innovation focused on continuous quality assurance, quality improvement, evidence-based practices, and data-driven decision making. Evaluate and monitor trends in the field of suicide prevention, crisis intervention, emergency mental health services, substance abuse, rape and sexual assault, domestic violence, trauma and postvention services.
    • Cross discipline collaboration working with an energetic leadership team and fostering innovative approaches to policy and effective operations.
    • Superior knowledge of HIPAA laws/regulations with regard to protected health information; code of ethics, confidentiality and privacy principles.
    • Demonstrate high level of passion, integrity, positive attitude, mission-driven, and self-directed skills.
