Job Summary:

As a Code Enforcement Officer/Health Inspector is to conduct on-site inspections to ensure compliance. Inspects and approves for opening of restaurants, day care centers, school cafeterias, foster and adoption home applications, grocery and convenience stores. Inspects outside of commercial buildings following any change of occupancy to determine compliance with State and City regulations or ordinance standards. Performs other duties as required.

Essential Job Functions:

  1. Ensures the safety and health of the citizens.
  2. Regular visits to Edinburg businesses/residential locations and responds to complaints filed.
  3. Perform inspections of property for alleged code violations.
  4. Provides clerical support, assist clerks with citizens, records and files requests for inspections.
  5. Assists and educates the general public of matters related to code enforcement
  6. Receives and responds to citizen complaints.
  7. Prepares forms and letters notifying property owners and tenants of possible violations.
  8. Assists in locating vacant homes and securing property.
  9. Prepares evidence in support of legal actions taken by the City.
  10. Performs health food establishment inspections, code enforcement inspections, foster home and daycare inspections, school inspections, etc.
  11. Patrols assigned area in a City vehicle for enforcement.
  12. Inspects commercial and residential locations to ensure codes are being followed.
  13. Tracks and maintains restaurant facilities and assists with district assignments.
  14. Assists with records retention and open records requests.
  15. Prepares evidence in support of legal actions taken by the City.
  16. Performs removal of illegal signage.
  17. Prepares monthly repost listing all targeted lots, dangerous buildings and other code violations.
  18. Carries out projects by completing projects of moderate levels of complexity and/or completing parts of complex projects.
  19. Performs related work and reports as assigned.

Conditions of Employment:

  1. Applicant will be subject to a complete background investigation. Incomplete, inaccurate and/or failure to report information will cause the applicant rejection from consideration.
  2. Applicant must take and pass a pre-employment drug test administered by the City of Edinburg at the City's expense.
  3. Must have a current valid class "C" driver's license from the Texas Department of Public Safety with a satisfactory driving record.
  4. Bilingual English/Spanish Preferred.
  5. Must obtain Code Enforcement Officer Certification within one (1) year of employment.
  6. Must obtain Food Manager Certification within one (1) year of employment.

Required Education:

High school diploma, G.E.D. or equivalency.

Education Preference:

Associates Degree in general studies.

Required Work Experience:

Requires one (1) year of experience in code enforcement or related field.

Experience Preference:

Three (3) years' experience in Code Enforcement and Health Food Establishment Inspections.

· Requires knowledge of International Building Codes, amendments and other related Federal, State and local laws, codes and regulations.

· Communications and public relations skills.

· Normally performs the duty assignment after receiving detailed instructions as to methods, procedures, and desired end results with little room for deviation.

· Requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.

· Evidence of the practice of a high level of confidentiality.
