Job Summary:

The purpose of this position is to perform the screening of all waste material coming into the City of Edinburg Landfill and a variety of routine and complex clerical work. Other duties include coordinating with the compactor operator to direct incoming loads, ensuring proper disposal of all waste, identifying violations, preparing reports and letters, providing informative and effective customer service, directing traffic, as needed, and other duties as required.

Essential Job Functions:

  1. Identify potential violations, rectifies and completes the necessary forms for compliance.
  2. Compliance investigations in a clear, concise, legible and properly documented manner.
  3. Conduct field inspections at the landfill and collects and documents evidence to ensure compliance with applicable plans and regulations.
  4. Enforce all site user regulations per the Safety Practices;
  5. Operate assigned equipment in a safe, correct and efficient manner following rules, regulations, policies and procedures.
  6. Interpret governing codes for landfill customers and staff as required.
  7. Perform groundwater, surface water and leachate sampling as well as landfill gas monitoring.
  8. Train employees to assist with sampling and monitoring activities.
  9. Conduct waste screening of all incoming loads; inventory and package household hazardous wastes.
  10. Coordinates storage or transport of household hazardous waste and unacceptable wastes collected during screening.
  11. Set up and remove proper traffic patterns to allow maximum traffic flow and safe working conditions.
  12. Direct site users to proper disposal areas according to waste type.
  13. Work closely with machine operator in coordinating areas to dispose waste loads.
  14. Perform various maintenance operations at landfill and on buildings.
  15. Assist in litter control activities as required.
  16. Keeps area around office clean and free of debris.
  17. Assists in obtaining or renewing any required landfill permits.
  18. Perform general custodial and maintenance duties of landfill operations sites.
  19. Receive incoming calls and answers questions regarding landfill operations
  20. Performs related work and reports as assigned.

Conditions of Employment:

  1. Applicant will be subject to a complete background investigation. Incomplete, inaccurate and/or failure to report information will cause the applicant rejection from consideration.
  2. Applicant must take and pass a pre-employment drug test administered by the City of Edinburg at the City's expense.
  3. Must have a current valid class "C" driver's license from the Texas Department of Public Safety with a satisfactory driving record.
  4. Must have waste Screening Certification; First Aid/CPR Certification; Unauthorized Waste, Acceptance Certification; NIMS Certification or be able to obtain within one (1) year of employment.
  5. English/Spanish proficiency required.

Required Education:

High School Diploma, GED or equivalency

Education Preference:

Specific vocational, administrative, or technical nature that may be obtained with six-months/one year of advanced study or training past the high school equivalency. Community college, vocational, business, technical, or correspondence schools are likely sources.

Required Work Experience:

One (1) year of experience in environmental science or a closely related field and experience in municipal functions.

Experience Preference:

Two (2) years of experience in related field

Required Knowledge, Skills, & Abilities

  1. Requires a working knowledge of sanitary landfill operations and requirements.
  2. Work requires the occasional direction of helpers, assistants, seasonal employees, interns, or temporary employees.
  3. Customer service skills.
  4. Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.
  5. Basic computer skills in a Microsoft Windows environment; includes Excel, Word, Publisher, database management, and record keeping.
  6. Ability to perform accurate sampling; ability to accurately compile and portray complex data.
  7. Working knowledge of applicable state, federal and municipal codes pertaining to solid waste and of all current Fee Schedule, Regulations and related Ordinances and charges.
