Primary Focus

This Project Manager will be responsible for developing the proposal for the DAS (Department of Administrative Services) PS - HECC project. This project encompasses the project management to design, develop, and implement a single integrated Solution to replace the current FAMIS, ETPL, and PCSVets systems. Additional shall provide maintenance and operations support for the Solution within the State of Oregon Azure environment. Upon award of the contract the Project Manager shall create and manage the project schedule and coordinate with HECC on schedules, milestones, deliverables, and appropriate documentation as outlined in the Performance Work Statement (PWS).

Job Responsibilities

  • Customer Centric Focus - provide a unified and easy to use interface to provide a consistent experience for students, schools, partners, HECC staff and other program participants.
  • Enterprise Contact Management
  • Enterprise Workflow Processes - automate processes to transition manual and menial tasks to include notifications, communications, scheduling, evaluation of conditions, customer services questions, document classification, data validations, workflow processes or work assignments, auditing, and warnings.
  • Enterprise Data Management
  • Enterprise Apps
  • Data Integration
  • Enterprise Reporting Tools - provide dashboard and enterprise reporting tools to support reporting on large data sets, trends, efficiencies, and performance data in compliance with WIOA/ETPL and WIOA 9172 PIRL, PCSVets and ETPL 9171 reporting.
  • Best Practices and Security Standards - employ strategies that support business objectives and help reduce risks; align with the State of Oregon security plans, standards, and policies to define expected best practices based on NIST Special Publication 800-53 Rev 5
  • Accessibility, Translation Capabilities, and Branding - meet the HECC's accessibility requirements based on W3, Web Content Accessibility Guidelines (WCAG) 2.2. Level AA and the Federal Section 508 of the Rehabilitation Act (29 U.S.C. 794d)
  • Diversity, Equity, and Inclusion - accessibility of the website and the Application process for all Oregonians.
  • Responsible for the management and administration of all services described in the PWS.

Minimum Job Skills and Qualifications

Minimum qualifications:

  • Bachelor's degree or higher in computer science, public administration, business management or another relevant field, required.
  • At least five (5) years of project managements experience.
  • Verifiable experience in Project Management Book of Knowledge (PMBOK), current edition, and used the standard Project Management methodology on previous projects of similar size and complexity.
  • Recent experience, in the last three (3) years, and knowledge serving as key advisor and partner with business and IT executives in project management strategy and approaches with projects of similar size and complexity is required.
  • Reviewing, making recommendations, and drafting procedures to implement best practices, mature project management practices, and meeting requirements.
  • Recent experience, in last three (3) years, system development using security best practices, performing, and facilitating system testing activities is required.
  • Demonstrated experience, in the last three (3) years, in facilitating data conversion and migration activities is required.
  • Substantial experience in public sector environment if preferred.
  • Must be able to provide three (3) references from current or former clients firms for similar projects performed for any clients within the last five (5) years.
  • Ability to obtain and maintain all levels of background, security, and clearances required to perform duties of this position.

Minimum Skills:

  • Outstanding attention to detail and observation ability.
  • High level of knowledge of data analysis and risk assessment.
  • Ability to read, comprehend, and assess a vast amount of highly technical information in a time constrained environment.
  • Maintain all required personal certifications and qualifications related to this role.
  • Proficiency in oral and written communications in English.

Working Conditions

  • Professional on-site office environment.
  • Must be physically and mentally able to perform duties for extended periods of time. Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
  • Must maintain a safe, productive, and professional workspace.
  • Must be able to work varying work schedules and/or extended hours to meet business needs and project deadlines.
