SUMMARY:

The FSO reports to the Cayuse Managing Director (MD) Security and will coordinate and monitor highly sensitive aspects of industrial security programs and other security activities while ensuring compliance with government and company security policies and procedures. Manage oversight of classified document handling and transmissions, facility access controls, visitor controls, and security education and awareness. Ability to gain an understanding of security databases such as DISS, eQIP, NISS. The FSO is responsible for implementing and providing guidance to customers and management on security issues such as security education, classified document control, security investigations, classification control and personnel security clearances. Perform oversight and management functions for various multiple security programs. The FSO position requires the knowledge and understanding to apply Physical Security requirements, along with working knowledge of SF-86, SF-312, DD-254, SF700, SF701, and SF702 forms. Familiarity with Technology Control Plan (TCP) and Operations Security (OPSEC).


RESPONSIBILITIES:

  • Manage all aspects of the National Industrial Security Program (NISP) and other security activities within the facility, including document control, visitor control, personnel security, and interpretation/preparation/maintenance of prime and subcontract DD Form 254 for classified contracting.
  • Prepare, track and monitor DD254's forms for subcontractors ensuring 100% accuracy and completeness.
  • Conduct periodic self-inspections as directed by the National Industrial Security Program Operating Manual (NISPOM).
  • Review all personnel security paperwork for accuracy, completion, and submission via eQIP and other methods.
  • Provide guidance and instructions to all employees to ensure any event, circumstance, or act that could be considered a breach of security is reported immediately.
  • Provide guidance and instruction to employees to ensure completion of security paperwork.
  • Conduct security trainings, briefings, and debriefings.
  • Manage protecting and safeguarding all classified materials (receive, control, route, store, mark, package, mail, and destroy all classified materials and their associated records).
  • Administer Defense Information for Security System (DISS) activity including processing and maintaining personnel security clearances and visit requests.

MINIMUM QUALIFICATIONS:

  • Must be a U.S. Citizen and pass a rigorous background check and obtain or possess an active DoD Top Secret Security Clearance.
  • Working knowledge of the 32 CFR 117 (NISPOM) and other relevant DoD security guidance

DESIRED QUALIFICATIONS:

  • Enrolled in a Federally Recognized American Indian Tribe, Veteran, and live on the Umatilla Indian Reservation.

WORKING CONDITIONS:

  • Will be required to attend and conduct in person and virtual meetings throughout the work day.
  • Must be able to work varying work schedules and/or extended hours to meet operational needs and project deadlines.
  • May be asked to travel for business or professional development purposes
  • Ability to perform administration duties for extended period of time. Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of the duties.
