Summary

The contractor shall ensure ACC/A10 leadership remains aware of nuclear enterprise activities affecting ACC's Nuclear Command and Control (NC2) by participating in ACC's Nuclear Surety Integration Council (NSIC) and Headquarters Air Force (HAF) NC3 working groups, NLCC/NC3 groups, boards, and councils. Assist in the development, testing, fielding and sustainment of various ACC NC3 systems

  • Reviews NC3 technical orders and checklists for changes and ensures those changes are coordinated with the technical order managers.
  • Provide expertise to assist in the development of command policies and standards for safe operations, survivability and sustainment of NC3 systems assigned to ACC.
  • Serve as the ACC/A10 High Altitude Electromagnetic Pulse (HEMP) Senior Advisor for ACC HEMP sustainment and testing.
  • Participates in HEMP Working Groups, conduct reviews of system test methodology for protection in accordance with Military Standards, assess technical requirements and operational guidance, track HEMP survivability actions for ACC platforms/facilities and provide status updates to ACC senior leadership.
  • Prepare and present briefings for ACC nuclear forums on ACC HEMP status.
  • Review test plans, test results for all ACC HEMP testing and serves as the project lead for testing of ACC NC3 systems/facilities including coordination with applicable Air Force Agencies and Combatant Commands.
  • Participate in ACC/A10 NC3 staff action activities by preparing and delivering presentations such as briefings, training sessions, consultations and strategy sessions with other staff service functions and activities including ACC's Senior Leadership.
  • Coordinate with counterpart officials in the Office of the Secretary of Defense (OSD), Joint Staff, Combatant Commands, other Air Force MAJCOMS, contractors and field agencies in both moderately unstructured and structured settings.
  • Participate in the NC3 system and lifecycle working groups and Program Management Reviews (PMRs) to ensure ACC NC3 system requirements are identified and supported.
  • Participate in meetings, conferences and test events, to include periodic travel within the contiguous United States (CONUS) and report the outcomes of the aforementioned events in a written report or briefing to ACC leadership.
  • Serve as the ACC/A10 systems analyst for NC3 assessments and evaluations including Joint Staff POLO HAT and USSTRATCOM Continuing Evaluation Program (CEP) assessments.

Requirements

  • Bachelor's degree in technology or management
  • Minimum of 5 years of demonstrated practical experience
  • Minimum of 5 years of experience with NC2 operations
  • Minimum of 5 years of experience with systems facility HEMP protection and testing requirements
  • Minimum of 5 years of experience working with/on higher headquarters staff.
