The PM will be responsible for managing a contract that supports multiple Space Test and Readiness Command (STARCOM) units operating out of Schriever Space Force Base (SSFB) and Peterson SFB (PSFB) and other Front Range locations. The PM provides programmatic support to oversee all contract/contractor activities, to include Performance Work Statement (PWS) development and review, monitor deliverable status per PWS/contract, track cost/funding documents, and manage both personnel and facility security requirements.

STARCOM's mission is to prepare the United States Space Force (USSF) to prevail in competition and conflict through innovative education, training, doctrine, and test. This procurement will support STARCOM Delta's 11 and 12. Delta 11 is responsible for providing adversary support in the form of Space Aggressors for the live and virtual training and conduct Space Range operations for test and training requirements. Delta 12 performs independent test and evaluation of USSF systems and capabilities, providing credible relevant information to deliver vital warfighting capabilities.


  • Perform program management by providing and orchestrating resources, financial management, administering contract actions, monitoring performance, making recommendations for improvement, supporting meetings, and preparing deliverables.

  • Management of support resources, including travel and ODCs.

  • Verify availability of funding prior to travel.

  • Support the primary task support personnel with equipment procurement issues.

  • Manage contractor team early involvement test activities and participation in Integrated Test Team (ITT) meetings.

  • Participate in test planning working groups to identify and resolve test issues.

  • Keep the Contracting Officer Representatives (COR) informed of resource issues that may affect the performance of the task and recommend courses of action to mitigate problems.

  • Interface between the Government and management staff to expedite changes and modifications to include realignment of funds, level of effort adjustments and addition of in-scope effort.

  • Program, develop, maintain and deliver a database of all lessons learned. The database shall include all lessons gathered from project officers during the course of project execution and close-out.

  • Other duties as assigned.


  • Understanding and experience with all facets of Operational Test and Evaluation (OT&E) policies, procedures, and requirements for providing independent testing and evaluation of new and existing space systems.

  • Possess in-depth knowledge and experience with test planning, scheduling, execution, analysis, reporting, Scientific Test and Analysis Techniques (STAT); Design of Experiments (DOE), combinatorial testing, observational studies, deterministic testing, and descriptive and parametric/non-parametric statistics.

  • Bachelor of Science Degree in Engineering Discipline

  • 10 years of OT&E work experience

  • 10 years of experience in Program Management

  • Active Top Secret/SCI clearance

  • Project Management Professional (PMP) Certification


  • Master of Science Degree in an Engineering Discipline
