Position Summary: The Human Resources Manager is directly responsible for the overall administration, coordination and evaluation of the human resource functions including recruiting, and safety.

Develops and administers various human resources plans and procedures for all company personnel.

Plans, organizes, and controls all activities of the department. Participates in developing department goals, objectives, and systems.

Personnel Policies and Procedures

Develops, recommends, and implements personnel policies and procedures ensuring that all legal guidelines are followed.

Regularly reviews and drafts changes to the handbook on policies and procedures.
-
Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.

Maintains compliance with federal, state, and local employment laws and regulations, and recommends best practices; reviews policies and practices to maintain compliance.

Oversees employee disciplinary meetings, terminations, and investigations. Provides recommendations on proper discipline.

Oversees the employee recruitment process as performed by the recruiter.

Oversees the recruitment effort for all exempt, nonexempt and temporary workers.

Oversees recruiting program.
-
Updates recruiting policies and procedures.
-
Assists managers in writing job descriptions.
-
Processes employment agreements.
-
Monitors the performance evaluation program and revises as necessary.

Compensation and Benefits Programs:
-
Implements and annually updates the compensation program.
-
Analyzes compensation and benefits programs.
-
Reviews all benefits programs annually and provides information to senior management for review.

Oversees the payroll function, including processing and administration of:
-
Bi-weekly salary/office payroll.
-
Employee file creation.
- Employee deduction set-up and maintenance.
-
Direct deposit set-up and maintenance.
-
Evaluation of employment taxes when necessary.
-
Monthly and quarterly reports.
-
Quarterly incentive payroll and annual bonus payroll.
-
Oversees the Safety Program:
-
Ensures the safety manager provides safety training to all employees.
-
Provides direction and oversite of the safety manager.
-
Ensures the Brewer-Garrett is current and up to date with all safety protocols.
-

Onboarding:
-
Leads the effort in ensuring all employees are onboarded per the company's protocols.
-
Tracks onboarding efforts through the first year for every new hire.
-
Monitors and updates the onboarding program as required.
-

EEOC:
-
Develops and maintains affirmative action program; files EEO-1 annually.
-
Ensures reports and logs to conform to EEO regulations.
-
Submits monthly reporting of hours worked.
-
Submits bi-annual application to obtain certificate of compliance.
-
Updates policies as needed.
-

Oversees Annual Performance Reviews:

Updates salary information and provides to department managers.
-
Provides annual review documents to staff.
-
Collects employee reviews for personnel files and updates salary information in payroll processing software.
-
Counsels employees and managers on performance issues.
-
Assists managers in completing warnings and performance improvement plans.

Terminations:
-
Conducts exit interviews.
-
Oversees the post-termination paperwork of COBRA, unemployment, etc.
-

Workers Compensation/Safety:
-
Works with the safety manager to ensure accident reporting is submitted promptly.
-
Communicates accident information with the Bureau of Workers Compensation, TPA and MCO.

Works with the safety manager to develop and maintain BG's workers compensation and safety policies.

Supervisory Responsibilities: Oversees the HR assistant, the employee recruitment process as performed by the recruiter and oversees the safety manager and safety activities.
Qualifications:
- Bachelor's degree in Human Resources or related field.
-
5 years' experience as a Human Resources Generalist or 1 year as a Human Resources Manager.

Excellent communication skills, both written and verbal.
-
Excellent organization skills.
