ANNOUNCEMENT OF VACANCY
Purchasing Agent

SUMMARY OF POSITION: The purpose of this position is to assist with the purchasing functions for the Brazos River Authority (BRA). This is accomplished by maintaining the bid calendar; soliciting bids/proposals; assisting with HUB outreach and reviewing subcontracting plans for compliance; assisting with specification writing; reviewing, proofing, and formatting purchasing documents; placing legal posts in newspapers; updating the website; monitoring CIP projects and capital purchases; monitoring contract compliance and oversight; coordinating co-op memberships and purchases; managing surplus auction activities, and assisting the Purchasing Manager with maintaining the BRA insurance portfolio. Other responsibilities include assisting managers with budget projections; working with managers to purchase vehicles, equipment, and other items; serving as the backup for the Purchasing Assistant; interacting with employees and the general public; and any other duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Individual must be detail oriented, with excellent computer skills (Microsoft Word, Excel, Access and PowerPoint). Knowledge of principles and processes for providing customer service. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction. The ability to listen to and understand information and ideas presented through spoken words and sentences. The ability to read and understand information and ideas presented in writing. Communicating effectively in writing as appropriate for the needs of the audience.
REQUIRED EDUCATION & ACCEPTABLE EXPERIENCE AND TRAINING: Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to a two-year associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school and at least three to five years of governmental procurement or equivalent combination.

CERTIFICATES AND LICENSES REQUIRED: Certified Basic Texas Purchaser required within 6 months of employment. Certified Texas Contract Developer required within 12 months of employment.
STARTING SALARY RANGE: $$60,112 to $78,145 annually. This is an exempt position.

BRAZOS RIVER AUTHORITY, EOE: The BRA was created by the Texas Legislature in 1929 and exists to develop, manage and protect the water resources of the Brazos River Basin. Today, BRA's staff develops and distributes water supplies, provides water and wastewater treatment, monitors water quality, and pursues water conservation through public education programs.
