Junior Staff Counsel

Central Office, Waco, Texas



SUMMARY OF POSITION: The purpose of this position is to provide legal support to the Brazos River Authority (BRA). This is accomplished by providing legal input on proposed courses of action, responding to public information act requests, reviewing and drafting contracts, drafting organizational policies and procedures, ensuring compliance with applicable procurement laws, evaluating potential legislation, performing general legal research and drafting memoranda on various legal topics as directed, and assisting the General Counsel with public information accounting, compliance issues, regional water planning group administration, contract and document preparation, and evaluation and intra-organizational task coordination. Additional responsibilities include conducting research, interacting with various departments and the public; and performing any other duties as assigned.


REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Skill/Ability to demonstrate proficiency in legal research skills; demonstrate proficiency in both oral and written communication; read and analyze contracts, policies, and reports; write correspondence and legal documents; establish and maintain effective working relationships with other employees and the general public; and maintain appropriate necessary certifications.


REQUIRED EDUCATION & ACCEPTABLE EXPERIENCE AND TRAINING: This is an entry-level professional position. Work requires professional knowledge which is acquired through the completion of a doctoral or a law degree.

CERTIFICATES AND LICENSES REQUIRED: Licensed to practice Law by State Bar of Texas or become licensed within a year of employment.

SALARY: $65,521 to $85,178 annually. This is an exempt position.


BRAZOS RIVER AUTHORITY, EOE: The BRA was created by the Texas Legislature in 1929 and exists to develop, manage and protect the water resources of the Brazos River Basin. Today, BRA's staff develops and distributes water supplies, provides water and wastewater treatment, monitors water quality, and pursues water conservation through public education programs.
