GENERAL PURPOSE

Works under the general supervision from the on duty Sergeant, Lieutenant or Police Chief performing a variety of working level, surveillance, and apprehension duties as needed to assure compliance with City codes, ordinances, regulations, and other legal issues related to business licensing, weeds, pests, snow, hazards, waste, building, zoning, planning, signing, and local animal control regulations.

Animal Control:

Patrols streets within City jurisdiction to locate stray animals and promptly captures animals and transports them to an animal shelter.

Responds to complaints concerning animal issues investigates animal abuse or cruelty complaints or violations; including but not limited to animals running at large, bites, property damage, or injuries.

Removes dead, injured or dangerous animals from streets and residential premises. Determines health status of animals.

Code Enforcement:

Performs code compliance violation investigations, search warrants, citations, summons, and documents incidents in offense reports.

Performs a variety of routine technical, administrative work in support of law enforcement activities.

Performs either front desk duties or patrol duties on their assigned shift.

Operates a motor vehicle to assist in carrying out the business of the department and the City.

Testifies in court when necessary.

Must maintain confidential departmental information.

Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, and all members of the general public.

Attendance at work is an essential function of this position.

Community Service Officer:

Front desk duties include receiving visitors to the Police Department, directing persons to the appropriate office, answering and directing phone calls, taking walk-in reports on theft, criminal activities, relaying messages to field police personnel via radio and other similar tasks.

Delivers documents to magistrate courts, the district attorney's office, and municipal courts.

Transports department vehicles from locations within the city to and from the Police Department.

Under the direction of a certified police officer, assists in the investigation of felony and misdemeanor offenses, including the writing of offense reports for documentation of felonies and misdemeanors, as well as assisting with follow-up investigations.

Serve subpoenas, but limited to prosecution witnesses in criminal cases.

Performs the duties of a field evidence technician when needed; secures scenes to facilitate collecting evidence; assists in crime scene photography, recovery of latent prints, and identification and recovery of trace evidence.

Enforces parking violations by writing citations for offenses such as handicap violations, fire lane violations, overtime parking, improper use of marked spaces, double and alley parking, obstructing traffic, and other similar citations as per regulations. Follows up and requests towing of vehicles if violations have not been corrected.

Assists citizens and employees of the City by fingerprinting citizens and employees of the City and accurately recording same for non-criminal purposes.

Investigates private property non-injury accidents; takes witness and victim statements; writes reports.

Writes reports on certain offenses such as gas frauds, lost or stolen property, found or recovered bicycles, or any other non-arrest type misdemeanor reports. May take felony reports such as embezzlements, larceny, auto burglary, forgery, criminal damage to property and other similar reports.

Patrols all City parks and City property, for prevention of vandalism, including graffiti, appropriate behavior in City parks, public relations and enforcement of pertinent ordinances as defined by City Code.

Works an assigned shift using own judgment in deciding course of action being expected to handle difficult and emergency situations without assistance.

Maintains normal availability by radio or telephone for consultation on major emergencies or precedent.

Carries out duties in conformance with City laws and ordinances. Maintains contact with police communication personnel to coordinate investigation activities, provide mutual assistance during emergency situations and provides Administrative information about Department activities.

Required to perform shift work in a rotation of days, evenings, and nights including weekends and holidays.

Patrols are performed in motor vehicle and on foot.

Assists officers in requesting and ensuring vehicle tows are completed at accident scenes and other arrest situations where a vehicle is involved.

Assists certified patrol officers in performing traffic control, such as, accident scene traffic control, special events control, and other similar situations.

Investigates private property non-injury accidents; takes witness and victim statements; writes reports on certain offenses such as gas frauds, lost or stolen property, found or recovered property, or any other non-arrest type misdemeanor reports.

Must maintain confidential departmental information.

Tag vehicles that are being sold illegally within the City of Bloomfield.

Inspection of Business Licenses within the City of Bloomfield; inspects food vendors for state and local licenses.

Renewing Trespass Authority within the City of Bloomfield.

All other duties as assigned.

Attendance at work is an essential function of this position.

NON-ESSENTIAL DUTIES:

Performs crossing guard duties as needed.

May perform departmental tours as needed.

Runs miscellaneous errands to assist administration and operations in performance of duties.

Assists the fleet manger in starting additional police vehicles and enduring they are in good working conditioning. Assists in moving vehicles to and from MOC and other areas of the city of Bloomfield.

MINIMUM QUALIFICATIONS

1. Education and Experience:

This position is subject to the City of Bloomfield's Drug and Alcohol Free Workplace Policy which includes: pre-employment testing, post-accident testing, reasonable suspicion testing, return to duty testing, and follow-up testing.

Valid New Mexico driver's license with acceptable driving record for the past three years.

Graduation from a high school or GED equivalent.

Must be at least 18 years of age.

Must be of good moral character and of temperate and industrious habits.

Ability to be trained in modern police methods, practices and procedures. Ability to satisfactorily complete departmental training requirements dealing with pepper spray, finger printing, and plastic casting.

Ability to prepare, organize and maintain field inspection data, reports and systems; Ability to analyze complex situations, problems and data, and use sound judgment in drawing conclusions and making decisions;

Ability to comprehend and articulate complex facts and relationships in detail and to summarize and write clearly, concisely and legibly, and to testify in court in an objective, concise and professional manner;

Ability to produce or obtain reports, graphs, charts, photographs or the evidence or exhibits;

Ability to establish and maintain working relationships with co-workers, supervisors, other City personnel and the public.

Ability to communicate effectively orally and in writing;

Ability to follow verbal and or written instructions.

Ability to work under stress and handle stressful situations.

Ability to meet deadlines.

Ability to operate proficiently operate a personal computer, including word processing and data base software; motor vehicle; phone; mobile or portable radio; copy and fax machine.

Also must operate cameras, sound level testing and recording equipment, portable gas sniffer, fire hydrant wrench, voltage tester and various other hand tools.

2. Special Qualifications:

Must have a clear criminal record. Must possess a valid New Mexico State Driver's License. Preference may be given for certification through the National Animal Control Association and New Mexico Humane Society or NACA in the use and application of various animal control equipment and college education.

3. Work Environment:

Functions of the position generally performed in a controlled environment, but subject to all seasonal and weather extremes. Constant travel. Many functions of the work pose high degree of hazard uncertainty. Physical readiness is essential to effective job performance; ability to lift up to fifty (50) pounds. Various levels of mental application required, i.e., memory for details, emotional stability, discriminating thinking, creative problem solving. Continuous use of motor skills is required. Frequent local travel required in course of performing portions of job functions.

Preferred

Knowledge of code enforcement principles, practices and methods as applicable to a municipal setting; working knowledge of applicable laws, standards and regulations relating to various land use, nuisance and public safety codes; working knowledge of inspection techniques.
